1. Develops and implements industrial safety, HSE management systems in the role of an HSE representative at Company facilities or projects.
2. Supports nominated Facility Manager or Project Lead with their HSE Responsible Persons.
3. Supports and coordinates ISO certification and surveillance audits, including preparation of required HSE documentation, coordination with auditors, providing requested evidence and records, accompanying auditors during site inspections, and supporting the closure of audit findings and nonconformities.
4. Develops, updates, carries out and administers HSE Induction for newcomers and visitors.
5. Tracks changes in HSE and industrial safety legal requirements.
6. Develops HSE internal documents (procedures, safety instructions, plans, bulletins).
7. Conducts roll-out sessions on the developed internal documents.
8. Studies workplace conditions and suggests control measures.
9. Arranges and leads risks and environmental aspects managements sessions.
10. Reviews workplace risks assessment documents for compliance to HSE legal and customer requirements.
11. Reviews project method statements for compliance to HSE legal and customer requirements.
12. Reviews procurement contracts for applicability of HSE requirements. Leads Subcontractors management procedures.
13. Arranges and conducts meetings, campaigns and events related to HSE issues.
14. Identifies HSE training requirements and arranges HSE training courses.
15. Supports Operations Department in implementation of Customer HSE requirements.
16. Maintains Contract HSE profiles and develops Contracts HSE performance slides to present during Customer meetings.
17. Inspects buildings, equipment operated under control of Company, protection systems and tools against safety requirements.
18. Stops works in case of unsafe conditions or behaviors.
19. Arranges workplace safety attestation and coordinates any nonconformances.
20. Leads HSE incident investigations process including the communication with state authorities, if applicable.
21. Checks the building and equipment maintenance plans.
22. Checks workplace inductions logbooks and periodically participate the site TBT.
23. Supports Operations Department in waste management, emissions and natural resources control issues.
24. Arranges and participates in internal/external audits
25. Tracks nonconformities until implementation of corrective actions.
26. Leads HSE competence assessment sessions.
27. Develops HSE Performance slides on monthly basis.
28. Compiles the information and develops HSE reports to Customers and state authorities, on daily, weekly, monthly basis.

Requirements:

1. University Degree in technical discipline, preferably safety and environmental protection.
2. Fluent Kazakh and Russian.
3. Level of English: Upper intermediate.
4. MS (Outlook, PowerPoint, Word, Excel, Visio).
5. ISO 9001/14001/45001.
6. ADR.
7. Control of Substances Hazardous to Health (COSHH).
8. Requirements for working with precursors.
