Accountant (Budgeting & Fixed Asset Management)

Job Responsibilities

I. Budget Management

1. Responsible for the preparation, consolidation, review, and submission of the company's annual budget;

2. Monitor budget execution, conduct regular budget variance analysis, and prepare budget execution reports;

3. Assist various departments in preparing project budgets and support fund planning during the wind farm construction period;

4. Participate in the preparation and review of budget adjustment plans;

5. Establish and improve budget management systems and procedures.

II. Fixed Asset Management

1. Responsible for establishing and maintaining the fixed asset ledger for wind turbines, booster stations, transmission lines, and other fixed assets;

2. Handle the full life-cycle accounting of fixed assets, including acquisition, capitalization, depreciation, transfer, and disposal;

3. Organize regular fixed asset inventory checks to ensure that book records match physical assets;

4. Responsible for the accounting of construction in progress (during the wind farm construction period) and the transfer to fixed assets;

5. Prepare fixed asset-related reports and analysis.

III. Other Financial Work

1. Complete other financial tasks assigned by supervisors.

Job Requirements

1. Language Skills: Fluent in Chinese, with the ability to use Chinese as a working language; proficiency in Russian or Kazakh is also required;
2. Education: Bachelor's degree or above in Finance, Accounting, Auditing, or related fields;
3. Work Experience: 3+ years of accounting experience; experience in the power, energy, wind power, or large-scale engineering project industries is preferred;
4. Professional Skills: Familiar with budget preparation and budget control processes; Familiar with fixed asset accounting and management processes; Knowledge of construction in progress accounting and transfer to fixed assets is preferred;
5. Certifications: relevant accounting qualifications in Kazakhstan are preferred;
6. Other Qualities: Detail-oriented, highly responsible, with good communication, coordination, and teamwork skills.
