Technical Manager

1. Education and Certification
Bachelor’s Degree: A degree from a university in mechanical engineering, Electrical and Electronic Engineering, Control and Automation Engineering, or Industrial Engineering (a master’s degree is preferred).

Certifications and Memberships:

Occupational Health and Safety (OHS): Class A or B Occupational Safety Specialist certificate (preferred).

Project Management: PMP (Project Management Professional) (preferred)

Investment/Energy: Energy Manager Certificate, High-Voltage Operations Responsibility (preferred)

2. Experience and Industry Skills
Total Experience: At least 8 years of active engineering and field experience in industrial production facilities or heavy industry.

Management Experience: At least 5 years of managerial/director-level experience in maintenance, repair, and technical services departments (with proven ability to lead and manage large, multidisciplinary teams of engineers, technicians, and contractors).

Maintenance Methodologies:

Must have established or successfully managed Predictive Maintenance, Preventive/Periodic Maintenance, and TPM (Total Productive Maintenance) systems at a manufacturing facility.

Investment and Project Management: Must have personally led projects—from concept design through commissioning—for facility expansions, new line installations, modernization, or CAPEX (Capital Expenditures) projects.

3. Technical Competencies
Maintenance Management Systems: Advanced proficiency in using SAP PM, Maximo, or similar Computerized Maintenance Management Systems (CMMS). (preferred)

Knowledge of Field Infrastructure and Auxiliary Facilities:

General technical proficiency regarding switchyards, transformers, low-voltage/high-voltage electrical distribution, and automation/DCS/PLC architectures.

Experience ensuring the uninterrupted operation of auxiliary facilities (utilities) such as steam boilers, compressors, cooling towers, water treatment, wastewater treatment plants, and HVAC systems.

Budget and Cost Management: Ability to prepare OPEX (Operating Expenses) budgets, optimize spare parts inventory, and develop cost-reduction strategies by minimizing downtime.

Legal Regulations and Standards: Full mastery of Occupational Safety and Health (OSH) laws, environmental regulations, the Pressure Equipment Directive, and the ISO 50001 (Energy Management), ISO 9001, ISO 14001, and ISO 45001 standards.

4. Managerial and Personal Competencies (Soft Skills)
Leadership and Team Development: Ability to motivate teams across different disciplines (Mechanical, Electrical, Automation, Construction), manage competency matrices, and develop succession plans.

Crisis and Risk Management: Ability to make calm, swift, and solution-oriented decisions during emergencies such as plant shutdowns, fires, power outages, or equipment failures.

Language Proficiency: Advanced English (written and spoken) at a level sufficient to negotiate with suppliers of imported machinery/equipment and review technical specifications.

Negotiation and Supplier Management: Ability to manage contract and payment processes with subcontractors, contractors, and equipment suppliers in the company’s best interest.

5. Key Responsibilities (Job Description Summary)
Prepare the facility’s annual budgets for maintenance, repairs, spare parts, and auxiliary facilities, and manage them in line with targeted KPIs.

Implement maintenance strategies to minimize unplanned downtime (with the goal of increasing OEE) to maximize production continuity.

Monitor the plant’s energy consumption and develop energy efficiency and sustainability projects.

Prepare technical specifications for new facility investments or modernization projects, and manage the bidding processes and site acceptance (SAT) tests.

Ensure 100% compliance with occupational health, safety, and environmental standards across the entire technical department.
