HSE Supervisor (Documentation & Compliance Specialist)

Duties:

• Develop, review, and maintain project HSE documentation, including HSE Management Plans, Emergency Response Plans (ERP), Waste Management Plans, Environmental Monitoring Plans, procedures, standards, and work instructions.
• Prepare and update Job Safety Analyses (JSA), Task Risk Assessments (TRA), Method Statements, and other HSE-related documents in coordination with engineering and construction teams.
• Ensure all HSE documentation complies with the legislation and regulatory requirements of the Republic of Kazakhstan, as well as project and company standards.
• Adapt corporate HSE procedures and documentation to meet local regulatory requirements and project-specific conditions.
• Maintain document control, including document revisions, approvals, distribution, and archiving through the project document management system.
• Prepare weekly and monthly HSE reports, statistics, and KPI reports for management and the Client.
• Maintain records of incidents, investigations, corrective and preventive actions (CAPA), safety training, inductions, inspections, audits, and medical certificates.
• Support internal and external HSE audits and ensure timely closure of audit findings.
• Monitor changes in HSE legislation and ensure project documentation is updated accordingly.
• Coordinate HSE documentation with subcontractors and ensure compliance with project documentation requirements.

• Bachelor's degree in Occupational Health & Safety, Environmental Engineering, Engineering, or another relevant technical discipline.
• Minimum 3-5 years of experience in HSE documentation, HSE management systems, or HSE engineering within industrial construction, EPC, petrochemical, oil & gas, or manufacturing projects.
• Valid Kazakhstan HSE certifications (Occupational Safety, Industrial Safety, and Fire Safety).
• NEBOSH IGC, IOSH, or equivalent international HSE certification is preferred.
• Excellent knowledge of the legislation and HSE requirements of the Republic of Kazakhstan.
• Strong experience in preparing HSE procedures, plans, risk assessments, and project documentation.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and document management systems such as Aconex, SharePoint, or similar.
• Strong communication skills, attention to detail, and ability to work effectively in an international project environment.
