✨ About the Role
As Virtual Numbers Supply & Compliance Manager, you will own the supply-side of Yesim’s virtual numbers business — ensuring access to quality numbering in the right countries at competitive cost, within legal requirements, and through a technically reliable supply chain.
You will connect four areas that are typically handled by different people: numbering suppliers, number quality, country-level regulation, and technical implementation.
The role owns the input into the supply chain: procurement, quality, legality, and technical availability. Commercial packaging, end-customer pricing, marketing, and B2B sales remain with Product and Commercial.
This is a Senior individual contributor role, working full-time remotely and reporting to the Chief of Telecom Development.
📝 Responsibilities
Supplier Market & Procurement

Build and maintain a supplier map: direct operators, local carriers, DID providers, CPaaS platforms, and aggregators — by coverage, number types, available inventory, provisioning speed, KYC requirements, and actual total cost

Conduct RFI / RFP and technical-commercial comparisons; determine where to procure through an aggregator and where direct operator relationships make sense

Negotiate the full commercial package: setup fees, monthly number rental, per-minute and per-message rates, channel capacity, deposits, minimum commitments, volume tiers, penalties, number return conditions, and fraud liability

Define reservation policy: second supplier per country, switching rules and timelines, and pool migration scheme without losing customer numbers

Manage supplier relationships after signing: quality, inventory availability, incidents, periodic review of terms, and coverage expansion
Numbering Quality

Define requirements for number cleanliness and secure them contractually: quarantine period after previous ownership, history guarantees, replacement rights, and claim procedures

Implement pre-issuance number checks: HLR-lookup, checking existing registrations in messengers and platforms, spam and reputation databases, and attestation within STIR/SHAKEN for US numbering

Segment pools by purpose: numbers for verification traffic, voice scenarios, and long-term use — with different requirements for range type and quality

Understand and explain why an aggregator’s VoIP range may fail where a local operator’s mobile range passes, and build procurement accordingly

Maintain vendor quality metrics and use them as a negotiation argument and basis for supplier replacement
Regulation & Legality

Own the matrix: country → number type → who we can sell to → required documents → prohibited use cases

Know local presence and proof of address requirements, KYC obligations, licensing conditions for owning and reselling numbering, and national numbering plan rules

Account for emergency calling obligations, lawful intercept requirements, data retention, and privacy restrictions where applicable to our model

Monitor regulatory changes and supplier policies in priority markets and translate them into product and contract changes in advance

Work with Legal as a validator and contract-form owner: come with a formulated position and specific questions rather than asking Legal to determine what is allowed
Technical Implementation

Understand the telecom chain: E.164 and numbering plan structure, SIP trunking, SBC, origination and termination, number types, routing, porting, and number hosting

Understand delivery mechanics: SMPP and HTTP webhooks for incoming SMS, delivery reports, A2P vs P2P restrictions, and differences between vendors in handling service traffic

Set development tasks for integration with supplier APIs: provisioning and releasing numbers, processing incoming events, pool state synchronization, and application behavior
-
Test new suppliers on real traffic before signing rather than accepting stated capabilities at face value

Analyze incidents together with Tech and escalate them to suppliers in technical language
Pool Economics & Anti-Fraud

Calculate number unit economics: rental × pool size × utilization, active number cost, break-even point, and payback of opening a new country

Manage utilization: reclaim idle numbers, adjust pool size, move country pools, and review terms at low utilization

Maintain a risk taxonomy applicable to numbering: IRSF and toll fraud, AIT and SMS-pumping on verification traffic, Wangiri, customer abuse, and unauthorized resale

Define preventive measures together with Product and Risk: destination restrictions, limits, geo-rules, number reputation checks, and manual review of suspicious cases

Ensure clear allocation of fraud liability in supplier contracts and account for this exposure in the final cost
📩 What We’re Looking For
-
3–5+ years in DID, VoIP-wholesale, CPaaS, or virtual numbers — on the supplier or procurement side
-
Own network of contacts among numbering suppliers; ability to name specific companies, specific terms, and specific people
-
Practical experience negotiating numbering contracts: rental, commitments, deposits, penalties, return conditions, and fraud liability
-
Working knowledge of number quality: number history, quarantine, range reputation, and the difference between geographic, mobile, and toll-free numbers and its impact on verification
-
Knowledge of country-level regulation at the level of your own expertise, rather than relying on Legal for the first answer
-
Technical literacy: SIP, provisioning, porting, incoming SMS, and supplier APIs. Coding is not required
-
Strong numerical skills: number cost, utilization, margin, and ability to read CDRs and supplier invoices

Excel is required; SQL is a plus
-
English — Upper-Intermediate and above for negotiations, contract work, and industry events
Would Be a Plus

Experience negotiating directly with operators and local carriers, rather than only with aggregators

Experience with number porting and direct interaction with regulators

Experience with anti-fraud in voice or messaging traffic

Experience launching numbering within a consumer app, travel-tech, eSIM, or fintech

Experience with KYC processes and country launches
