Project & Finance Controls Manager

Responsibilities:

• Lead all project controls and financial control activities on behalf of the Engineer in accordance with the FIDIC Contract.
• Monitor EPC Contractor performance against the approved project schedule, budget, milestones, and contractual obligations.
• Review and assess EPC contractors' baseline schedules, progress updates, recovery plans, and forecasts.
• Verify physical progress and support the Engineer in certifying progress for payment applications.
• Review EPC contractors' cost reports, cash flow forecasts, variation orders, claims, and financial submissions.
• Analyze schedule delays, cost impacts, risks, and productivity trends, and advise the Engineer on corrective actions.
• Support the Engineer in contract administration, including variation evaluations, Extension of Time (EOT) assessments, and claims review.
• Develop and maintain project control systems, KPIs, dashboards, and management reporting tools.
• Provide independent project performance assessments and forecasts to the Employer.
• Coordinate with Engineering, Procurement, Construction, Commissioning and Commercial teams to ensure accurate reporting of project status.
• Monitor project risks and opportunities and maintain the risk register with mitigation and corrective action plans.
• Prepare monthly project control, financial, and executive reports for the Employer and key stakeholders.
• Ensure compliance with FIDIC requirements, project procedures, financing obligations and RoK regulatory requirements.
• Support audits, project reviews, and dispute avoidance activities through accurate project records and documented analysis.
• Assist the Engineer during project close-out, final account evaluation, and contract completion activities.

• A minimum of 10 years of experience in the discipline concerned

• Higher education diploma in Finance or Economics. An ACCA certificate/diploma in International Financial Reporting and/or DipIFR.
• Significant work experience in project controls and commercial management on large-scale power generation, EPC or infrastructure projects.
  Proficiency in Primavera P6, АВС - 4, MS Project and ERP systems, Cost control, earned value management (EVM), claims analysis, and project reporting is essential.
