Manager, Strategic Projects and Sustainability

Requirements:

Higher education (economics, finance, aviation, management or related fields).

At least 5–8 years of experience in strategy, consulting, aviation, government relations, or investment projects.

Experience in developing and implementing strategic initiatives and transformation projects.

Experience working with government authorities, regulators, and quasi-public sector organizations.

Understanding of sustainability principles, corporate responsibility, and ESG approaches.

Experience in Big4 firms, aviation groups, low-cost carriers, investment companies, or public sector organizations is an advantage.

Strong skills in preparing analytical materials, business cases, and management presentations.

System thinking, high level of independence, and strong communication and project management skills.

Responsibilities:

Corporate Strategy and Development

Development, update and continuous support of the airline’s corporate strategy with a 3–5 year horizon. Design of strategic growth scenarios covering fleet development (Q400, B737 MAX and other aircraft types), route network and hubs, commercial and digital products, partnerships and alliances. Preparation of strategic materials for the CEO, Board of Directors and shareholders. Analysis of Central Asia, CIS and international markets.

Strategic Projects (PMO / Transformation)

Management of the airline’s portfolio of strategic projects, including entry into service of new aircraft types, system-wide transformation initiatives (AIMS, AMOS, SkyBreathe, PSS), launch of new hubs and international routes, and efficiency and cost reduction programs. Development of roadmaps, budgets and KPIs for each project. Control of timelines, budgets and value delivery. Preparation of regular reporting for the Management Board and shareholders. Ensuring end-to-end implementation from strategy to operational execution.

Government Relations and Regulatory Support

Strategic support of engagement with ministries, the Civil Aviation Committee, antitrust authorities, regional administrations, state funds and development institutions. Preparation of analytical and position papers on route subsidies, airport tariffs, VAT and tax policy, fleet leasing and financing. Participation in the development and support of regulatory initiatives. Support of the CEO in negotiations with government bodies and regulators. Monitoring of regulatory risks and legislative changes.

Sustainability (ESG)

Development and implementation of the airline’s ESG strategy. Coordination of initiatives related to carbon footprint reduction, energy efficiency and fuel savings, social policy and occupational safety, corporate governance and compliance. Preparation of ESG reporting for investors, banks and lessors. Support of ICAO, IATA, CORSIA and IOSA requirements related to sustainability.

Economics, Investments and Efficiency

Preparation of business cases and investment justifications for fleet and leasing, strategic partnerships and government support programs. Close cooperation with the finance function on financing structures and monitoring of the economic impact of strategic decisions. Support of negotiations with banks, lessors and investors.

Coordination and Execution

Acting as a link between strategy, government relations and operational units. Ensuring practical implementation of approved strategic decisions. Organization of cross-functional collaboration. Support of change management and internal communications.
